The gap between the share of people who could plausibly own a home and the share of homes actually available to owner-occupiers.
This would compare population-level circumstances (income, age, household type) against actual ownership outcomes, to measure how much opportunity to own is unevenly distributed.
This needs person-level tenure data — something like the English Housing Survey — not the dwelling-level aggregates used elsewhere on this site. Household size and circumstances already differ meaningfully by tenure, which aggregate dwelling-stock totals simply can't capture.
